OA Department Select Control Implementation Plan

For agentic workers: REQUIRED SUB-SKILL: Use superpowers:subagent-driven-development (recommended) or superpowers:executing-plans to implement this plan task-by-task. Steps use checkbox (- [ ]) syntax for tracking.

Goal: Deliver FormCreate dept control so designers can drag「部门」, initiators can single/multi-select tenant org tree with full-path name snapshots, and narrow viewports use a full-screen/drawer picker.

Architecture: Mirror the relatedApproval four-layer FcDesigner extension: OaDeptSelect.vue + DragRule + setupOaDeptSelect on both main app and oa-fc-host. Persist { id, name } (or array). Backend validates shape on start_instance. Print/summary format name with顿号.
