样本编码全链路纠错 Implementation Plan

For agentic workers: Implement task-by-task. Spec: docs/superpowers/specs/2026-10-22-sample-code-correction-design.md

Goal: 提供预览 + 事务级联更正样本编码，覆盖协议/捐赠 SoT 与质检/生产/缴费等下游快照表。

Architecture: 服务层 sample_code_correction 统一 count/update；API 暴露 preview/apply；审计表落库；样本信息页弹窗入口。

Tech Stack: FastAPI + SQLAlchemy；Vue 3 + Element Plus；pytest（sqlite in-memory）

见设计文档表清单与 API 约定；本计划一次性落地。
