ADDED Requirements

Requirement: Product hazard flags

The system SHALL allow configuration per product for 易制毒 and 易制爆 flags.

Scenario: Flags persisted on product master

• WHEN an administrator sets a product as 易制毒 true and 易制爆 false
• THEN subsequent reads of that product SHALL return the stored flags

Requirement: Certificate gate before transport scheduling

For any plan line whose product is marked 易制毒 or 易制爆, the system SHALL require both 购买证 and 运输证 attachments (or registered certificate records) to be present before the plan line MAY enter transport scheduling (第三步).

Scenario: Blocked without certificates

• WHEN a plan line product is 易制毒 and only 购买证 is uploaded
• THEN the system SHALL reject or block the transition to transport scheduling until 运输证 is also present

Scenario: Allowed when non-hazard

• WHEN a plan line product has both hazard flags false
• THEN the system SHALL allow transport scheduling without certificate uploads
